Raichan
Raichan is a japanese who has wanted to conquer the world ever since he was just a kid. His objective turned out to be possible when, during a trip to Brazil in his pre-teen years, he found a mysterious mineral he started calling Raichanium. A single rock of Raichanium gave him electric powers, more of them would make him near invincible.
However, he didn't have time to get all the mineral available and only returned years later as an adult... to find out a building had been built on the source. Igor's building! And so Raichan created the evil organization Raichania, that will do everything possible and impossible to destroy the building and take all the Raichanium.
His teeth might make him look like a vampire, but that's just how he's always looked like. He's always seen with his headband, too, which's used by every member of Raichania.
